To achieve its goal DEVNET has established a worldwide network with its own branches and centers in more than 30 countries in Asia, Europe, Africa and Latin America. It has also set up 13 international and regional websites where hundred of thousands of SMEs exchange information on trade and technological and investment opportunities on a daily basis, signed co-operation agreements with more than 500 chambers of industry and commerce throughout the world and maintained institutional relationships with qualified international and regional organizations ( the UN, EC, IDB, WorldBank, ALADI, FEPAL, ARPEL ) national governments and public institutions. In 1995 the UN Economic and Social Council granted the DEVNET Association permanent consultative status ( Category 1 ) The peoplees Republic of China represented by the Institute of Scientific and Technical information of China ( ISTIC ) was one of the six governments co-founders of TIPS. ISTIC has been playing an increasing role in TIPS activities in the last 15 years. Today with international attention focused on the rapid growth of Chinaes economy trade and technology more and more nations and enterprises hope to strengthen their intern ational communication and co-operation with China. To highlight this tendency the DEVNET Association has decide to hold its 2004 Annual Conference in autumn in Shanghai, and carry out Information Exchange Activities related to International Economic and Technical Co-operation Projects and investment opportunities in China. Entrusted by the DEVNET Association, the DEVNET/TIPS China National Bureau will jointly organize this important annual event as well as selecting the most qualified Chinese projects and joint venture opportunities to be introduced at the meeting in close co-operation with relevant government departments and organizations. To ensure the event is a success the DEVNET Association will invite officials from the UN and EU and leaders of its regional and national branch centers as well as representatives of the overseas business and financial community ( chambers of industry and commerce, bankers ) and NGO organizations, who are interested in seeking co-operation with the Chinese Government and enterprises. The upcoming 2004 conference and its related activities are focused on promoting the integration of China with the international economy further strengthening the economic, trade and technological co-operation between China and the DEVNET/TIPS system and helping produce more Sino-foreign business co-operation projects between enterprises. During the conference information exchange activities featuring international economic and technological co-operation projects will be organized. The organizing committee of the conference has already selected some Chinese co-operation projects which are looking for international partners. The Wuxi International Ecological Agriculture Demonstration Area project, initiated by the government of Xishan District in Wuxi has been listed as one of the major projects involved in the annual event. DEVNET/TIPS China has already helped to establish a multi-party investment platform for the project. It is jointly backed and operated by Wuxi Xishan Economic Development Zone East District Investment Development Co Ltd and Hong Kong Motive Link Corp. With registered funds of US$100 million and a total investment of US$1 billion, a development plan has been put in place. According to the plan, which features a combination of participants from the agricultural and advanced agricultural products processing industries, an 8 square kilometer area will be developed for scientific agricultural research the construction of ecological agricultural infrastructure and the introduction of advanced international agricultural technology. With total investment of over US$3.7billion, the 17 major international co-operation projects recommended by the Harbin Municipality involve urban infrastructure construction high tech industrialization and agriculture. All these projects reflect the characteristics of industrial restructuring in Northeast China.
